
Orders in Council are issued from time to time by the Imperial Viceroy and should be considered part of Imperial Law. They are issued for matters to be later incorporated into Imperial Law or as relatively temporary measures.


Order in Council (PRIV-18-09). As a result of a GCE ship attempting to use WOMD against an allied installation the privileges currently enjoyed by the GCE in systems claimed by and for the Imperial Services are withdrawn with immediate effect. Their ships are to be cleared from our systems by Day 5, Week 19, 209, excepting freighters involved in removing GCE fixed assets from our systems. The said fixed assets are to be dismantled or disposed of the an approved buyer by Day 5, Week 24, 209.
Order in Council (PRIV-16/089 With immediate effect all IND ships and ground parties are banned from entering systems claimed by and for the Imperial Services. This ban includes all pre-registered IND ships and will remain in force until further notice. IND ships in our systems at the end of week 16/209 have 300 TUs to leave. IND ships sighted in our systems on or after week 18, Day 1, will be liable to be engaged with deadly weapons.
Order in Council (SYS-0709) dated 5.07.209. - A formal state of war has been declared against the Ialandian Stellar Protectorate following their breaking a mutual aid agreement with the Imperial Services and launching unprovoked attacks against our Starbase in the Ialandian system. The IalandianSystem (110) is hereby declared to be a war zone. Any ships, ground parties or fixed assets seen in the system without a specific invitation from the Viceregal Administration shall be presumed to be giving aid and comfort to our Ialandian enemies and shall be removed from the system with extreme prejudice.

Order in Council (SYS-0107) dated 1.01.207 - The Harlequin (109) system is claimed by the Imperial Services and entry is restricted to those affiliations that already have fixed assets in the system. Ships of affiliations and individuals that do not have fixed assets in Harlequin will be removed with extreme prejudice if sighted in the system.
Order in Council (RES- 50/07) dated 3.50.207- The following areas and locations within the borders of the Empire are declared to be restricted areas to all except the Imperial Services and their Allies with immediate effect.

Certified that the following documents are a true copy of Imperial Laws as appertaining to the Capellan Periphery as amended 195/21, 196/01, 198/29, 199/12 , 202/48, 204/34, 204/41 & 206/27 and as approved by Admiral Baron Simms of Baranov, Imperial Viceroy of the Capellan Periphery.

I) The lawful Emperor of the Commonwealth and the Imperial Stellar Empire in the Peripheries shall be deemed to be his His Imperial Majesty Lysander I or his lawful hiers and successors. II) The Borders of the Imperial Stellar Empire, Capellan Periphery, shall be deemed to encompass all star systems beyond the borders of the Commonwealth lawfully claimed by any Affiliation, Race or Individual for and on behalf of the Imperial Services.
III) The Imperial Viceroy shall be empowered to issue Orders in Council. Such Orders in Council shall have the full weight of Imperial Law until incorporated into the body of the law or withdrawn by the Imperial Viceroy.
IV) Enemies of the Empire are deemed to be all Affiliations in revolt against the rule of the lawful Emperor of the Stellar Empire, those who have betrayed the said Empire's trust by overt acts of aggression and any Affiliation, Race or Individual with whom the Stellar Empire and/or the Imperial Services are in a State of Conflict or War.
V) A Hostile act shall be deemed to include, but not be restricted to, Theft, Assault, Destruction of Property or any other act that could be considered as having a detrimental effect on beings or property.
VI) Piracy shall be deemed to be the seizure, not necessarily by force, of starships, outposts and/or materials without prior permission from the lawful owner of the property.
VII) An Imperial Citizen is any being who is a employee, member of the armed forces or crew member of any Starbase, starship or ground party which is the property of the Imperial Services or an Affiliation possessed of a Charter issued by the lawful Emperor of the Stellar Empire.
VIII) A Legal Resident is any being who is a employee, member of the armed forces or crew member of any Starbase, starship or ground party which is lawfully located within the borders of the Imperial Stellar Empire.
IX) Stimulants are deemed to be any Substance or Compound, Chemical or Biological, used to engender a temporary feeling of well being or euphoria in the being partaking of the said stimulant. Such a substance shall be classed as Non-Addictive. X) Narcotics are deemed to be any Substance or Compound, Chemical or Biological, used to engender a feeling of well being or euphoria in the being partaking in the said narcotic and which causes symptoms of distress when access to the said narcotic is withdrawn. Such a Substance/Compound shall be classified from Mildly to Extremely Addictive.
XI) Slavery shall be deemed to be the holding of any sentient being against the said beings own free will. Excepting the holding of criminals, alleged or convicted, and prisoners of war.
XII) A Chartered Affiliation is any affiliation holding a Charter to explore and exploit beyond the boundaries of the former Inner Empire issued by an Emperor of the said former Inner Empire.
